Audio cutter is more precise: cursor, zoom and easy handles

The audio cutter now has a waveform, a cursor and zoom. You can cut a song to the hundredth of a second, and the edge handles drag with a mouse or a finger.

• Cursor and playback. A click on the waveform sets the cursor, which moves along the track during playback. There are Play selection and Loop buttons.
• Zoom. The "+" and "−" buttons, Whole track, and the mouse wheel with Ctrl. The view zooms in to two seconds.
• A strip with the whole track under the waveform: a click or a drag moves the view window.
• Edge handles, and dragging the selected part as one piece.
• Time fields in steps of 0.01 s. The arrow keys ← and → move an edge by 0.1 s, and with Shift by one second.
• Cut-out parts: press "+ Mark" or Shift and drag on the waveform. Undo is Ctrl+Z.
